VAT exemption for teaching and vocational-training activities under education law
Under Vietnam's Law on Value Added Tax No. 48/2024/QH15, teaching and vocational-training activities that fall within the education and vocational-education law are exempt from VAT. Pass-through collections and payments made by teaching institutions are also outside VAT scope. However, goods and services supplied to schools by third parties remain subject to VAT under ordinary rules, so the exemption should not be read as covering every ancillary fee a family may encounter. The measure took effect on 1 July 2025 and is currently in force, as confirmed by Ministry of Finance guidance referencing the VAT Law and its implementing decree.

Vietnamese citizens at foreign-invested schools must study Vietnamese language and Vietnam Studies
Vietnamese citizens enrolled in a foreign programme at a foreign-invested preschool or general-education institution in Vietnam must take prescribed Vietnamese-language and Vietnam Studies content, taught in Vietnamese by qualified Vietnamese teachers. Requirements vary by level: Vietnamese-language development at preschool (at least twice weekly), Vietnamese language throughout primary school (at least 140 minutes weekly) plus Vietnam Studies in Grades 4–5 (at least 70 minutes weekly), and Vietnam Studies covering history, geography, culture and customs at secondary level (at least 90 minutes weekly). This does not require every national-curriculum subject to be taken separately. The rule has been in force since 5 May 2020 and remains part of the regulatory framework after a 2024 decree amendment.

Vietnamese students capped below 50% at foreign-invested schools' foreign programmes
Foreign-invested preschools and general-education institutions in Vietnam may enrol Vietnamese citizens in their foreign programmes, but Vietnamese students must remain under 50% of total enrolment in that foreign programme. This cap applies specifically to foreign-invested institutions; locally owned providers commonly described as international schools are not subject to this restriction. The rule has been in force since 1 August 2018, originally under Decree 86/2018/ND-CP, and remains part of the consolidated legal framework published on 31 December 2024 following a 2024 decree amendment. No verified official source indicates the cap has been replaced or removed.
