No VAT, GST, or Sales Tax Applies to School Fees in Hong Kong
Hong Kong does not levy value-added tax, goods-and-services tax, or any general sales tax, so international school fees are not subject to such a consumption tax. This reflects the territory's overall tax structure rather than a fee-specific exemption, so there is no exemption category or effective date to report. In February 2025 the Financial Secretary reiterated that the Government has no intention or plan to introduce a GST or sales tax. As a result, families paying tuition at Hong Kong international schools currently incur no VAT/GST charge on those fees, and this position is presently in force.

70% Non-Local Enrolment Quota at Certain Government-Linked International Schools
International schools run by the designated system operator, and newer campuses that entered Education Bureau service agreements after receiving government premises or sites from 2007 onward, must enrol at least 70% non-local students, capping local-student places at those specific schools or campuses at roughly 30%. The threshold was raised from 50% to 70% in 2009 and continues in force as an existing contractual requirement rather than a new measure. It is not a territory-wide cap: many other international schools are unaffected, and the Education Bureau states places are planned territory-wide rather than through district-based allocation.
