VAT exemption applies to tuition at licensed schools in Indonesia
Government Regulation No. 49 of 2022 exempts education services, including early-childhood, primary and secondary school tuition, from Indonesia's value-added tax, provided the school is licensed by the central or relevant local government. The exemption applies regardless of a pupil's nationality but does not cover non-education goods or services billed separately from tuition. This measure has been in force since December 12, 2022, and a January 2025 VAT rate change affecting luxury goods and services does not alter this education exemption.

Indonesian pupils at SPK cooperation schools must take three national-curriculum subjects
Under Ministerial Regulation No. 31 of 2014, schools operating under Indonesia's SPK (education cooperation) category, which governs many internationally branded schools, must teach Indonesian-citizen pupils three national-curriculum subjects: religious education, Pancasila and civic education, and Indonesian language. Foreign-citizen pupils instead receive Indonesian language and culture instruction. The regulation was promulgated in April 2014, with the education ministry describing operational implementation from December 1, 2014. This requirement remains the current, in-force rule; no verified replacement measure was identified.

SPK cooperation schools cannot refuse applicants for being Indonesian citizens
Indonesia's education ministry has clarified that schools operating under the SPK (education cooperation) framework, established by Ministerial Regulation No. 31 of 2014 and implemented operationally from December 1, 2014, may not refuse a prospective pupil solely because the applicant is an Indonesian citizen. Schools must also arrange the pupil's national student identification number. Enrolment remains conditional on the school's SPK authorisation and delivery of required national-curriculum subjects, but no nationwide numerical quota or nationality-based enrolment ceiling was found in the reviewed regulatory materials.
