    VAT exemption for officially authorized or recognized education services

    Mexico's Value Added Tax Law exempts education services provided by federal, state and municipal authorities, as well as by private providers holding official authorization or recognition of studies (validez oficial de estudios), including preschool education. Tuition charged under an officially authorized or recognized program is therefore not subject to VAT. The exemption depends on the program's official status rather than on whether a school markets itself as international; unauthorized or unrecognized programs are not covered. This provision has been in force since 1 January 1995 and remains part of the consolidated VAT law, last generally amended 12 November 2021.

    National curriculum framework requirement for private upper-secondary recognition

    Private providers seeking official recognition for upper-secondary (bachillerato) programs may use their own study plans, but these must be accepted by the federal education authority and comply with Mexico's common upper-secondary curriculum framework and statutory content requirements. The framework was announced in September 2022 for implementation from the 2023-24 school year, and federal guidance issued in April 2026 identifies a further framework established by a 2025 agreement as the operative standard for current recognition applications. This affects whether a school's diploma carries official validity in Mexico, which in turn affects eligibility for further study and its recognized status for families.
