9% GST Applies to Taxable School and Course Fees in Singapore
School and course fees charged by GST-registered education providers in Singapore are taxable supplies subject to the prevailing Goods and Services Tax rate of 9%, in force since 1 January 2024. Only providers whose taxable turnover exceeds S$1 million (or that register voluntarily) must charge GST; this depends on the provider's registration status, not a family's citizenship or residency. The Singapore government separately absorbs GST on publicly subsidised education, but this does not create an exemption for privately funded international-school tuition.

Singapore Citizens Need MOE Approval to Attend Foreign-System International Schools
Singapore citizens of Primary 1 age and above require special dispensation or approval from the Ministry of Education to attend an international school classified in the foreign-system category. This eligibility condition means the foreign-system segment of the sector primarily serves permanent residents and non-citizen students, rather than being freely open to Singapore citizens. The requirement is a current, in-force administrative condition rather than a recently announced change, and no published nationwide numerical enrolment cap for citizens was found alongside it.

Privately Funded Schools Must Teach Bilingualism Policy and National Education
Under a Ministry of Education requirement originally announced on 5 June 2006 for newly established Privately Funded Schools, these schools must follow MOE's bilingualism policy and incorporate National Education into their curriculum for enrolled Singapore citizens. A 2025 British Council report describes this requirement as still applying to the Privately Funded School category, indicating it remains in force rather than being a superseded or merely proposed measure. This affects curriculum content but not fee levels directly.

Privately Funded Schools Designed for At Least 50% Singaporean/PR Enrolment
MOE's 2006 policy for newly established Privately Funded Schools envisaged that Singapore citizens and permanent residents would make up at least 50% of enrolment, intended to preserve a Singaporean environment within these schools. This was stated as a policy design target rather than a universal numerical cap applied across all international-school categories, and it does not apply to foreign-system schools, which operate under separate MOE approval conditions for Singapore citizens.
