The school's official mission statement encapsulates this vision directly: "Millatning xalqaro olimpiadalarda, tanlovlarda g'olib bo'ladigan va dunyoning eng yaxshi oliy o'quv yurtlariga kira oladigan kelajakdagi yetakchilarini tayyorlash… Biz jahon maydonida raqobatbardosh bo'la oladigan yetakchilarni tarbiyalaymiz" — which translates as: "To prepare the nation's future leaders who will win international olympiads, competitions, and gain entry to the world's best universities… We raise leaders who can compete on the world stage."

This is not merely aspirational language. The entire structure of the school — from its specialist STEAM curriculum and bilingual instruction (Uzbek and English), to the recruitment of foreign teachers and provision of state-of-the-art equipment — is designed to operationalise this philosophy.

Founding and History

Presidential Decree and Rapid Construction

Khiva Presidential School owes its existence to a direct decree by President Shavkat Mirziyoyev. Decree PQ-4199, issued on 20 February 2019, authorised the establishment of a network of Presidential Schools across Uzbekistan's regions, with one assigned to the historic city of Khiva in Khorezm province. From decree to opening day, the entire construction and staffing process was completed in under a year: the school officially opened its doors on 4 December 2019.

The speed of construction reflects the political priority placed on the project. A purpose-built campus was erected in the Mevaston district of Khiva, comprising a two-storey academic building and a three-storey dormitory, alongside a sports hall, indoor swimming pool, dining hall, and a dedicated guest house for foreign teaching staff.

A New Model for Gifted Education

The school represented a new model in Uzbekistan's education landscape — a fully residential, state-funded specialist school targeting the top academic performers from across the Khorezm region. Unlike conventional schools, students at the Presidential School do not pay for any aspect of their education: tuition, accommodation, meals (five per day), and uniforms are all provided at state expense.

Early Growth and Milestones

By 2022, the school had grown sufficiently to hold a formal third-anniversary celebration, marking three years of operation. At the time of the most recent data, the school enrolled 162 students taught by 39 teachers — a remarkably low student-to-teacher ratio of approximately 4.2:1, reflecting the intensive, personalised instruction model.

Khiva Presidential School is managed under the PIIMA (Presidential International Innovation and Management Academy) portal, which oversees all Presidential Schools in Uzbekistan. All teaching is conducted in both Uzbek and English, with an estimated 50/50 split between the two languages.
